2.3.2 Color and body: The high extraction roasted ground coffee is to be medium roast with rich, full body.
2.3.3 High extraction: The high extraction roasted ground coffee must produce increased extraction versus “regular foodservice grinds” such that 12 ounces (354.9 mL) of coffee will produce three (3) gallons (11.4 L) of brewed coffee of equivalent strength to that brewed using one (1) pound (0.45 kg) of “regular foodservice grind” coffee.
2.3.4 Packaging: The high extraction roasted ground coffee must be packaged under inert gas in a multi-layer, oxygen barrier pouch (bag) to inhibit staling oxygen from coming into contact with fresh coffee.
3. REGULATORY REQUIREMENTS.
3.1 The delivered high extraction roasted ground coffee shall comply with all applicable Federal and State mandatory requirements and regulations relating to the preparation, packaging, labeling, storage, distribution, and sales of the high extraction roasted ground coffee within the commercial marketplace. Delivered high extraction roasted ground coffee shall comply with all, applicable provisions of the Federal Food, Drug, and Cosmetic Act and regulations promulgated thereunder.
4. QUALITY ASSURANCE PROVISIONS.
4.1 Product conformance. The high extraction roasted ground coffee provided shall meet the salient characteristics of this CID, conform to the producer’s own specifications, standards, and quality assurance practices, and be the same high extraction roasted ground coffee offered for sale in the commercial market. The Government reserves the right to require proof of such conformance.
4.2 Quality assurance. When the solicitation, contract, or purchase order requires that high extraction roasted ground coffee quality or acceptability or both be determined, the Processed Products Branch (PPB), Fruit and Vegetable Division, Agricultural Marketing Service, U.S. Department of Agriculture, shall be the certifying activity and shall make the determination in accordance with applicable PPB procedures. The high extraction roasted ground coffee shall be examined or analyzed or both in accordance with applicable provisions in the CID, and when applicable, the United States Standards for Condition of Food Containers.
